
ANIMA’09 – V Córdoba International Animation Festival
Rules and Regulations
1. Organization and Dates
ANIMA’09 – V Córdoba International Animation Festival is organized by the Centro Experimental de Animación of the National University of Córdoba, Argentina; the University Film Society – SEU, UNC; and the Centro Cultural España ● Córdoba.
It will be held from October 8th through October 10th, 2009.
2. Objectives
The Festival’s main objectives are:
● To support the recognition of the art of animation, both in its technical and cultural diversity.
● To generate a space for reflection, encounter and exchange among the different areas that, from their particular activities, contribute to cultural industries.
● To promote technological developments and to stimulate the production and exhibition of animation works.
3. As the Works
The Festival is open for animation works of every genre and topic. Special interest is granted to those works where the filmmaker’s expressive intention stands out from marketing requirements; and also to school productions. Participation is open for artists all over the world, with special interest in those from Latin America.
The entries may have been produced in any gauge or format for film, video, television or the Internet. There is no limit in the number of works an author can send, but a separate Entry Form must be completed for each work, and shipping instructions must be respected.
There is no entry fee.
Films that have been submitted for any of the previous editions of the Festival will not be accepted.
4. Categories, Selection and Exhibition
4.1 Categories in Competition
Animated Stories Animated shorts with a strong narrative profile, either commissioned or independent.
Themes and Rhythms Animated shorts with a strong experimental and/or abstract interest, either commissioned or independent.
Music Video
Internet Animation Shorts that take full advantage of the potential and resources of the medium, as well as its downsides.
4.2 Non – competitive Categories
Feature Animation Animated films with length over 50 minutes.
Protoanimator Animation made by children
Animated TV Series for children
Animated TV Series for adults
Animated Internet Series
Advertising Animation
Animation Schools Panorama
Latin American Panorama
Special Programs Animated shorts and feature films specially invited by the Festival to take part in panoramas, retrospectives, etc.
The Organizers do not compromise to exhibit the total number of entries. The Festival’s Directors will be responsible for organizing a selection of entries for the Festival’s screenings, in both the competitive and non – competitive categories. According to the number of entries, and / or their particular qualities, the Directors may determine the creation of another category, or may transform a non – competitive category into a competitive one – or vice versa; or suppress a proposed category. Decisions taken by the Directors in this respect are final. If the entrant would rather not have his / her film considered for the non-competitive categories, he / she should check the appropriate box on the Entry Form.
Once the Selection Process has been completed, the entrant may not withdraw his / her entry from the Festival.
Those whose entries have been selected for exhibition – either competitive or non-competitive categories – will receive a Certificate of Participation in the Festival and the Festival Catalog.
The result of the Selection Process will be notified to all entrants starting August 15th, 2009.
5. Juries and Distinctions
5.1 International Jury Awards
The Centro Experimental de Animación will name a Jury, which shall be integrated by three persons of whom at least one must not be a natural from Argentina. Each member of the Jury must have considerable background regarding the art of animation. The Jury will award the following distinctions, and its decisions are final:
● Grand Jury Prize
● Best Animation, Animated Stories
● Best Animation, Themes and Rhythms
● Best Animation, Music Video
● Best Animation, Internet Animation
Besides the distinctions mentioned before, the Jury may award Special Mentions to shorts with outstanding technical or aesthetic qualities.
5.2 Argentine Jury Award
The Centro Experimental de Animación will name a Jury integrated by representatives of the Argentine Animation panorama. This Jury will award the Best Argentine Animation selected for the Festival’s categories. The Argentine Jury may also award Special Mentions.
5.3 Student Jury Award
The Centro Experimental de Animación will name a Jury integrated by students of the Dept. of Film and Television, University of Córdoba. This Student Jury will award the Best Student Animation to an in – competition production proceeding from a Film, Video or Animation School. The Student Jury’s decisions are final.
5.4 Audience Award
The present audience on the screenings of the Festival will vote for the Audience Award among all the works selected for competition. Such prize will be awarded to the film which achieves the largest percentage of votes.
The directors of the awarded films will receive a statue of “Elña”, the Festival’s mascot, and a Diploma.
6. Entry procedures
Those interested in submitting an entry to the Festival, must:
● Complete the online entry form, available at http://www.animafestival.com.ar
● Send two stills of the film and one photograph of the director, JPEG format, minimum size 4 inches X 6 inches (10cm X 15cm) at 300dpi resolution, to the e-mail address fotos@animafestival.com.ar
● Send the film (short or feature) in DVD format (Region 4 or Region Free, PAL or NTSC) on its case, properly labeled with the registration tag. EXCEPT for Internet Animation (check item 6.3 of these rules and regulations).
● If you send an entry for the Animation Schools Panorama, you should also comply with item 6.4 of these rules and regulations.
6.1 Short films
DVD copies must be sent without subtitles. If the film has dialogue in a language other than Spanish, the entrant must send a time – based dialogue list, in either English or Spanish. The Festival will subtitle the entries selected for the competitive and non – competitive programs.
6.2 Feature Films
If selected, the entrant may opt to provide the Festival with a Spanish – subtitled Betacam SP PAL copy for projection, or to project the movie from the DVD sent for selection, which in that case must have Spanish subtitles.
The Festival will send specific and detailed shipping instructions for selected entrants. The Betacam SP PAL projection copies should arrive to the Festival’s office no later than September 19th, 2009; and will not be returned to the entrant or sent to third parties before use by the Festival. The Festival will be responsible for the good care and use of those copies. In case of loss or damage during the event, the Festival’s obligation is limited to compensating the entrant only for the cost of making a new Betacam SP PAL copy according to a professional lab invoice.
The Festival will start returning projection copies from October 20th, 2009.
DVD copies must be sent without subtitles. If the works has dialogue in a language other than Spanish, the entrant must send a time – based dialogue list, in either English or Spanish, in RTF format in diskette or CD-ROM. The Festival will subtitle the entries selected for the competitive and non – competitive programs.
6.3 Internet Animation
In order to participate in this category, the short needs to be specifically produced for the Internet taking full advantage of the potential and resources of the medium as well as its downsides.
To qualify, the animation must be online from the time of registration until October 11th, 2009, for the purposes of selection and exhibition. DO NOT SEND YOUR ANIMATION BY E-MAIL.
The entrants of those works which result selected for exhibition authorize the Organizers to download and store a copy of their work in a physical media. Such copy will be stored at the Centro Experimental de Animación's Animation Archives. This entity will have ample faculties of disposal of the copies; including the right to screen them publicly of privately anywhere in the world, by itself or by a third party; but only with free admittance and on cultural or educational purposes.
The Animation Schools Panorama will be a non – competitive section of the ANIMA’09 – V Córdoba International Animation Festival. The main objective of this section is to promote and foment education on the specifics of the art and techniques of animation both in a national and international context.
Any educational institution where animation is taught as a career, or as a specific subject, may enter. The institution may be public or private; and may be of primary, secondary or higher level of education. In any case, the institution must be accredited by the competent educational authority in its location.
Every institution may send a 10’ (ten minutes) animation compilation, composed of student’s films, films of end of studies, thesis films, or any other animated production generated by their animation students.
The following will not be accepted:
Films made by teachers
Incomplete, not finished or work – in – progress films
Films by students which were made with no relation with the institution
There are no thematic restrictions, and films produced in any year may participate.
The compilation must be sent in DVD PAL format, without menu or intros. The schools may include an institutional ID, logo or presentation at the beginning of the DVD, and another when the DVD ends. These IDs should not last longer than 5 seconds. DVDs who fail to comply with this directive will not be admitted.
Along with the DVD, the entrant schools must send an official letter in letterhead paper soliciting participation in the Animation School Panorama, signed and sealed by the school’s competent authority (Headmaster, Principal, Director, Dean, Secretary, etc…)
In case the total screening time of the audiovisual material sent by all the schools is higher than the available screening time for the section, the Artistic Director of the Festival will curate the section, selecting material from every school. Under no circumstances will any school not be represented in the section.
The institutions that enter films in the section, their participating careers or subjects, the films that compose the compilations and the participating filmmakers / students will be mentioned on the ANIMA’0 Festival catalog.
6.5 DEADLINES
DVDs RECEPTION DEADLINE: July 3rd 2009.
REGISTRATION DEADLINE, Internet Animation Category: July 17th, 2009
NO ENTRIES WILL BE ACCEPTED AFTER THIS DATE. In case the entry is sent by mail, the entrant should take the necessary precautions for the entry to arrive to the Festival’s office up to that date.
Shipping expenses must be borne by the sender, who is also responsible for any kind of tax, toll, tariff, custom fees, etc, that might be charged on the entry by postal or custom authorities. The Festival WILL NOT PAY, IN ANY CASE, fees that are derived from the mailing of the entries. All the DVDs, envelopes, Betacam tapes, containers, etc., should be labeled “For cultural purposes only – NO COMMERCIAL VALUE”. Should a customs declaration or a pro-forma invoice be requested, you should declare “No commercial value” and amount lower that U$S 3.- (United States Dollars three).
DVD copies will not be returned, they will be stored at the Centro Experimental de Animación's Animation Archives. This entity will have ample faculties of disposal of the copies including the right to screen them publicly of privately anywhere in the world, by itself or by a third party, but only with free admittance and on cultural or educational purposes.
7. Mentions
The entrants of the award-winning films at ANIMA’07 should mention the Prize obtained and the text “ANIMA’07 – IV Córdoba International Animation Festival” in the credits of their short and on all related documentation.
8. Other Information
About Copyright Issues
Works which employ pre-existent images or sound will be accepted under the entrant’s responsibility in which respects to third party’s copyright. The authors will be responsible for claims of any nature that third parties might perform in respect to production credits, copyright, inclusion rights, performers´ rights, etc.
9. Acceptance of the Rules and Regulations
All participants, just by sending an entry to the Festival, fully accept these Rules and Regulations. Should any problem arise, it will be solved by the Organizers considering the Spanish version of these Rules and Regulations.
